The only Joaquin I know pronounces it wa-KIN with an almost indiscernible of "h" in the beginning.
Edited to add: Spanish pronunciation depends on where the speaker is from. That is especially relevant here, since some [for the lack of a better word] dialects have a very pronounced "h," while some breathe the sound out.
So Joaquin might well be hwa-KIN in some places, and wa-KIN in others.
