Peter - a name I love. I have never heard it as slang for penis, and dont think I have ever heard anyone use it in every-day speech (but then again, if I did use it in speech a lot, I probably wouldnt consider it). As far as your sister's ex, I think that it could still be used since so much time has gone by. If you do decide to use it in the future, I'd mention the name (not the guy from the past) and see what reactions are. If you're pregnant, mention "Peter is a nice name" and if they remember the ex right away, its probably a good idea to stay away.
