I say, if the shoe fits, have them wear it. In other words, if Thomas seems better suited to being called Tommy, so call him that. Charlotte and Tommy are both old-fashioned kinds of names, and anyway, twins' names don't have to "go togehter." It's not like you have a Charlotte-Amalie Theodora and a Tommy-Joe Jimbob, after all.

As they get older, they will let you know what names they prefer to be called, so even Tommy and Charlotte may not last long.
