It's very charming and magical, would suit a fairy. I like both Rhoswen and Rhosyn, and I don't really think of the New Mexico city.

I like it! It's cute. It makes me think of Roswell NM too, but that's a good thing. Alien stuff gives me such youthful nostalgia, because I went through a huge "aliens" phase when I was 13-14 and watched too much X-files. It also sounds like something Tolkien would use, which gives me nostalgia for 2001 and the Lord of the Rings phase I went through, haha. Lots of phases.

I'm a sucker for Welsh names. This one is pretty but not one of my favorites.

It makes me think of Roswell (New Mexico) and Roslyn, a town on Long Island, NY (where I'm from). It doesn't really sound like a personal name to me.
