Sure Hector is most popular with Hispanics right now, but it still seems to be moderately popular in the US, England, and France, according to the rankings. I don't see it as exclusively a Hispanic name.
I think in the US, after Hispanics, Black people use it most often lately. At least that is my observation.

the only Hector I know of irl in my area is a friend's grandfather, who was himself born as a Chilean catholic.
