I think it would be fine for a boy but I don't get it on a girl. Most surnames seem inherently boyish, and this one especially since Colin is already a boys name.
The s is also a little awkward, it's so surnamey and seems like a weird choice when it would become a normal first name if you just got rid of the s. Like if Michaels is a surname in your family and you wanted to use it for your kid, wouldn't you just name the kid Michael?

I actually don't mind this name in theory. I thought I came up with this idea for a name all by myself a little while ago - imagine my surprise when I saw how popular it actually is! I thought of it as a cheesy homage to author Jackie Collins, who I enjoy reading (and who used unique character names herself).
I wonder how awkward it would be to use in reality, though. It's not that it's a bad name, but it's just one letter off from a really common name in my generation, which feels a bit odd. Like calling someone "Ryans" rather than Ryan. Or Michaels rather than Michael. It would probably trip me up for a while before I got used to it.

I like Collins. I knew a girl names Colin when growing up and I always thought it was a nice name. Unfortunately the responses you'll get on this site is quite harsh and outdated for the most part so feel free to ignore those ones.
Whey bother, when Colleen is available? I don't enjoy lnfns at the best of times, and combining one with the fad for m names on f people makes things worse.
For a boy, anyway, there's always Colin, so Collins is unnecessary and likely to give rise to a lot of mistakes, questions and problems. Not worth it.

Unnecessary. It's too masculine and surnamey for a girl, just like Palmer, as the user below me had already pointed out. It lacks appeal.

In the mid-80s, Collins kinda *meant* Phil. And maybe Joan, Judy, and maybe a cocktail.
