Makes me think of DEFRA - that's the UK's Department for Environment, Food & Rural Affairs for the long version. Not the most obvious association for most people, but it is the first thing that popped into my head.
Apart from that, I don't like it. It looks very artificial, like an acronym or a brand name.

Wow, I really like it! FYI though I tend to be fond of *dra and *phra names like Kendra, Cindra, Nadra, Aludra, Lysandra, Aphra, Shiphrah, etc.

I went to high school in Virginia with a young woman named Jeffree. I think I prefer Jefra to that.

It just doesn't look or sound like a human name at all. Could be the name of a product; maybe light-weight gardening shears.

I like the sound of it but not the look of it. Zephra would be a cool name.

I think it's one of those unnatural female versions.
