Some of these are just variant spellings of names that are still fairly well used.
Bailey is still fairly popular, so is Elise and Vivienne.
I think Others never got very much use anyway so you can't really say they're going extinct.
Latifah, I think, had a brief flash in the pan in the early 1990s thanks to Queen Latifah. Like a lot of so-called "black names" it came in and went out of fashion very quickly.
