Allegra: I'm from the states, so the allergy medication immediately comes to mind. Even throughout the association, I still wouldn't really care for it. It's not awful, but there are just better names out there. The Italian pronunciation is certainly better though.
Annabel: Incomplete, but otherwise fine. As far as spelling goes, I vastly prefer Annabelle, even if it's the name of a notoriously haunted doll. I also picture someones like pet cow named this.
Claire: Easily my favorite from this list. I've always enjoyed it. It's simple, yet beautiful and classy.
Frances: Neutral. It is overused (although mostly now as a middle name) and dated, but otherwise harmless. I wouldn't use it, but I certainly don't hate it. I like it better than Francis for guys.
Martha: Pretty much in the same category with Frances. Completely Neutral, only I think I prefer Frances a bit more. I've tried in the past to like Martha more, but it just brings to mind Martha Stewart and also the name of a PBS kids show about a talking dog.
Rosalind: Beautiful and elegant. My 2nd favorite from this list.
Sylvie: I like it, but prefer better as a nickname. It doesn't work quite as well on it's own as with Sylvia, Sylvania and what have you, but wouldn't be terrible.
"Has the planet gone mad? My brother... passion's hostage. I seek justice! Denied. I shall not submit! I shall conquer! I shall rise! My name is Gomez Addams, and I have seen evil! I have seen horror!"
