Katrina is peppy, Cassandra is elegant. If it's a character then that depends on their personality but just judging the names I prefer Cassandra. Also, Katrina can sound pretty dated but Cassandra is more timeless.

I like both Katrina and Cassandra, but I think Katrina sounds the prettiest. As for Hurricane Katrina, you don’t see people turning their heads at Matthew (another hurricane name); I have to agree with Anneza’s point below, in every word.

Katrina, definitely. It's the most usable of the Catherine names. People are still stressing about a hurricane, which seems to have happened a long time ago. I don't see the point: bad memories don't make a bad name, and surely giving a child a name which was once given at random to a hurricane might replace those bad memories with good ones?

Cassandra because she is more elegant and less hurricane.
