It’s only okay as a nickname IMO.
Belle is sweet, I like it. I could imagine it on an adult too.
I can basically forget the word when I am using the name. I feel like it's always going to have a certain humbleness or silliness to it. That doesn't make it bad - it's totally usable, and I sometimes like names like that, if I happen to. I personally don't like the name Belle, though, as it reminds me of "belle of the ball" and "Southern belle," and the beautiful-girl meaning makes it a bit shallow. I think Bella is better, because it seems namier. I also like Bell (no final e) as a middle name.

I don't like it as a full name prefer as a nn
It’s pretty
I think it's pleasant: succinct, familiar, and reminds me of bells.
I don't mind Beauty as a virtue type name either (doesn't seem terrible to value seeing beauty in things), although that seems much more eccentric.

To me, Belle conveys the exact opposite of what it's trying to convey. It's trying for "height of beauty and grace" but it just makes me think of a frowsy, blowsy, over-made-up woman trying to pass as "quality" or a tired old work horse, pulling a plow.
As a Belle I must object, although it's a funny description. Of course Bel/Belle is a just a nickname in my case.
