Names usually seem more formal to me in Latin, so I'll say Delphina looks more royal. I think it's also a shade more cutesy because I hear Fina that way.
Yet I think Delphine sounds a shade more sophisticated in a no-frills, statuesque, self-assured way, without being less fun or less feminine.
I don't think one is more sexy or mysterious than the other.
