It could pass as a medievalish style nickname for Nicola, maybe. I think that would be better than Collins! But it's still a stretch, since Colin is used so frequently as a stand-alone guy name... so more likely it'd come off a little numbskulled, like one of those "too full of beans to acknowledge sex" statement names.

Why? Seriously, why use it for a girl and not a boy? There are already established girl names like Coleen, Caelin/ Kaylen, Sharon that have similar sounds and are unabashedly more common for girls.

Why bother, when Colleen is available? And anyway, a female Colin would spend her entire life explaining that, yes, that really was her name and no, her parents really could spell: they just chose not to.
