I find Cecilia unnecessarily long, frilly and complicated. I much prefer Cecily and would use it without hesitation. Rather than use Cecilia, I'd consider Celia. I know it's a different word, but I prefer the sound, and the character in As You Like It.
Maybe as a mn Cecilia would be OK. I know an Anne Cecilia, which is quite nice.
