I think it's the same type of vibe as Victoria and Viviana. Mature and sturdy seeming, somewhat common currently, not sparkly but not dull either. Sometimes it can seem a bit overbearing to me, but mainly I think of jewel tones.

Boring, overused in my country, in fact being one of the fastest-rising names in the chart, kind of like Luna in the US. I could like it if it wasn't that popular.
The rhythm of VALenTEEna is unattractive to me; I would prefer Valentine, pronounced Valenteen, not Valentien. Which of course would be problematic.
On the whole, though I don't enjoy Valerie, I'd prefer it to Valentine if I wanted a daughter called Val.
