I love Louise for its sleek, slender elegance; unlike most French names, it's firmly part of English usage, which also helps. I wouldn't use it myself, because I like Lucy even more.
I don't find Louise Rose pleasant at all. The -se echo makes it sound like something Dr Seuss tried out and discarded. Louise Rosalie would work; Louise Rosamond and Louise Rosalind too, and even Louise Rosemary, though I'd prefer Rosemary Louise.
