I'm not a big fan of either, but they're fine. I prefer Sally because Kelly is quite overdone at this point, not to mention that Kelly is also a surname. Fun fact: I've only met people who have Kelly as their SURNAME.
I do think that Sally is more of a nickname for Sarah than a standalone name though. As far as middles go, I think both are quite versatile. I personally prefer one syllable middles with a 2 syllable first name.

Kelly is fine. A lot of names will sound good with it. Sally is dowdy, dated, and reminds me of a pig.

Although I think of Kelly as a girl name, the only one I've met was a boy. And, of course, it's also a surname ... not my scene.
Sally is beautiful. I don't think of it as a likely nn for Sarah in today's world, but as an independent name I love it. My father wanted to name me Sarah after his mother, and I'm glad this didn't happen, but I'd have been perfectly happy as a Sally.
