In general, I'd say most of these names are American English rather than British English; not that it's impossible for British kids to be named Bud or Dutch, but Randy ... no.
Yes, Gillian and Jillian sound the same. Usually G has the J sound before a high vowel; English being English, though, there will always be exceptions. When I was about 10, a new girl came to our class and the teacher asked her if her name - Gillian - sounded like Jillian or Ghillian, and the child innocently said that it was like Jillian but sometimes her mother called her Ghillian (with a g- soiound) when she wanted to impress people! I thought then, and I still think, that it probably didn't work ...
