It looks like Steven spelled phonetically. Not bad but looks odd to me since I'm used to Steven.
It looks like a typo. Like a simple spelling error but giving that it isn't, I can't say I'm too crazy for it.
I've seen this spelling before, on a person from the Balkans. It makes sense there because you won't get the Stiven pronunciation from Steven (that would be more like Steh-ven) and definitely not from Stephen.
I guess it's a bit strange but if the person isn't from an English-speaking country I can understand why they chose an alternative spelling.

My brother is named Steven, so Stiven looks extremely odd to me. I want to pronounce it with a short /i/, to rhyme with 'driven', rather than to rhyme with 'even'.
