The name is venerable in its own right, and should probably be revived. Cecily Tyson is a good namesake.
But I have never liked the sound of it. I prefer Cecelia, although I don't like that either. I like the nicknames Cece, Cily and Lily, the latter I haven't heard anywhere. My favorite name from Cecelia is actually little Celia.
Even though its dated, there is no harm in liking it or bringing it back into fashion, particularly where I live. It would be a healthy change.
