Its pronunciation is THYEH-lo or SYEH-lo.
I've never seen Cielo's appeal until now. It fits most of my criteria, so I've added it to my PNL recently.

It's nice, but it's also part of the name of a Mexican restaurant near where I live. It's a great restaurant, so that's not a bad association, but it's a little weird that this name makes me crave fajitas.
I prefer Araceli, but I kind of like it.
I hadn't heard the name Araceli before now, and I actually kind of like it!

It's attractive, for sure. It reminds me of the house at 10050 Cielo Drive, where the Manson gang killed Sharon tate and the others.
I can see the appeal. I prefer Celia for a girl and Ciel for a boy although I wouldn't use either.
There is a male rapper named CeeLo Green, who was my first thought when you mentioned the name. Some of his lyrics and comments are not in good taste especially in regards to women. Thankfully he spells his name differently.
