It could work on a cat if the owners want to be edgy or follow in the foot steps of Cinderella's step family.
When used to name a human, it reflects poorly on the parents. It is synonymous with names like Devil or Satan. Of course, no one will think the child is demonic just because of her name, but they might either think that the woman named herself, in which case she would seem attention seeking, or that her parents were like those people who deliberately name their kid something with terrible associations because they have a screw loose. They have an ax to grind or a point to make and aren't thinking about their kids.
Thankfully, Lucifer could very easily use the nickname Lucy.
