I think it's a neat old name. It comes across a bit like Arthur to me but less ordinary. Or like Victor but maybe nicer. Or like Gregory but less dated. It also reminds me of Maurice and Hugo. I could see someone thinking of it as stuffy maybe, but I think it's got a warm, sturdy vibe.
I do associate it with the verb a little, but I more strongly associate it with 'Hector Protector' - a very old children's rhyme (but in my head a book illustrated by Maurice Sendak).
