Do you like Claudia? Why isn’t it more popular? It seems to meet the criteria for a popular name at this time.

It feels very cold and frigid to me.
I like Claudia a lot, and I always have. It's kind of ugly-pretty. I think people might be turned off by the meaning and the "claude", but that's why I love it. It isn't too smooth or frilly, it is what it is.

It has an understated elegance. It's like Julia but less flashy.
I assume it's not popular because in English, it sounds like clod, and (unlike Sophia) the meaning seems negative to most people. Plus, I feel like the similar Claudine and Claudette have a dated-rural vibe similar to Arlene and Paulette; maybe that's appealing to some people, but I don't know about the masses. Maybe also because there's no obvious NN.
I like Camila, Marta, and Paulina, which have a similar vibe to me.

I don't like it, it's sound and meaning
I love Claudia, it's very prim and proper without being over stuffy. A doctor or lawyers name for sure. I actually know a few different PhD or MD professionals named Claudia :) so it always seems well educated to me. I think it isn't more popular because it isn't as traditionally hyper-feminine as some of the other top names these days. Someone on here once called the popular top girl names "whipped cream names" one time and that was just the perfect description. Claudia isn't whipped cream, it has a more solid feel, thus the lack of higher numbers. I'd consider this name in a pantheon with Ingrid & Gretchen in terms of "feel", but that "feel" isn't fashionably again yet at the moment.

I super don't understand why it isn't more popular. I keep waiting for it to catch on with everyone. Needs a celeb or two using it. I like it a lot! I know a youngish (Gen Z) Claudia, which is apparently super novel. Of course she is Spanish so it's a slightly more conventionally attractive name there, no "clod" sound (rather "Cloud")
