For me, it is very linked to the character Bertram "Bertie" Wooster of the "Jeeves and Wooster" books by P.G. Wodehouse set in the 1920s. It was later made into a mini series on PBS, starring Hugh Laurie. Bertie is a delightfully quirky character, so it does have a certain charm about it.
