I have a cousin called this. It is a nickname for him (James III), but he's over 30, and I've never heard anyone call him James.
It sounds a bit like Chay-up or Chee-ip in his dad's accent.
I think it's like Trey and Blake, but a little sillier. Works fine to call someone, though. I prefer it to Tripp, Flip, Chad, Chuck...

It’s bearable as a nickname but ridiculous as a full name, you might as well be naming a child “French Fry”.

Chip always reminds me of an upper class snobby man at a country club in a white tennis outfit and shorty shorts, sipping a martini. Like a stereotype of a rich guy.

Even as a nn I think it's dumb. It just sits there like a scruffy piece of Kleenex somebody stuck in a book they're not really interested in to mark their place because they've got nothing else to read and the Kleenex was the only thing close to hand.
Not a fan as a given name for a human being.
