I'd never ask what Nora was short for. I definitely see it as a full name. I've met Nora's that aren't short for anything, but I've never met someone who goes by Nora as a short-form.

I think Nora/Norah is established as a standalone name by now. If you want a long form Eleonora is the most obvious choice.

I actually think of Nora/Norah mostly as a stand alone name. I know it can be a nickname for a whole set of longer names. But if someone said their name was Nora, I would definitely not assume it was short for something else. And if I planned to call a daughter Nora, that's what I'd name her.

I love Annora best of the Nora names
