I've met one Kelty in my lifetime and I've always thought that it's a nice name, but I'd never use it.
My first thought is the town in Fife, Scotland that a good friend of mine moved to when her husband retired.
It could work well as a name though as it does have a namey feel.

It looks like a typo of Kelly. I think I like Keltie better - that spelling looks more deliberate and reminds me of selkie. Also I see that Keltie also coincides with a popular terms for a kittiwake, and I like that association. Interesting name!
