I don’t think it sounds tacky, but it just seems...off as a name. For some reason I’m starting to like it after I read this.
It's not tacky - it's more in the vein of Prudence, than Stormy. I just don't see the appeal of it at all. For me, it evokes petty rage. Like Bluster or Ruckus. And it has the word PEST in it, like pestilence. And it hisses when it's said out loud. And it seems precious / pretentious because it sounds like an antiquated thesaurus-word, and reminds me of Shakespeare.

Ohh it’s tacky! I get it though. Strong GP of mine for ages. It works great in the middle I think - almost too good, like Nightingale.
I was cured of liking it by my unsavory next-door neighbor, who yelled at his dog Tempest all the time. He was so unpleasant that the name Tempest now makes me cringe. He also called her Tempie a lot. Tessie is nicer.
Tempest Ruth is so spicy and good. It’s exactly what I want my soup to taste like.

I'm teaching 'The Tempest' to my Year 7s (aged 11-12) and one of them said Miranda Tempest would make a nice name for a girl. It made me chuckle.
