1. I'd generally assume KEE-ar-a (almost KEER-a but with a very small "ar" in the middle) or kee-AR-a. I know one Ciara pronounced see-AIR-uh like Sierra, but that came from a mistake that stuck. 2. I like it. I think it looks and sounds friendly with any pronunciation.
