I don't like it for that very reason: because it is so hard to know how it's pronounced. I know that the Irish pronunciation is Kira, but in English it's not obvious. I suspect if you went to Ireland and told them Ciara was pronounced Sierra, they'd smile politely and then talk to each other about the silly ideas Americans have about all things Irish.
I like both Kira and Sierra, and if I wanted either sound I'd just spell them like that.
