I really like it, it has been in my Top 10 in the past. I think it works better as a first name - as a middle name it just looks like another surname if that makes sense. I prefer it for a girl. It's a different take on a "rose" name, and it's pretty in an unexpected way.
It’s quite a common surname in the area my mother’s family are from, so it’s definitely not a first name to me.
I really like it as a surname. I imagine a dedicated and scholarly Professor Penrose, who, when he isn't teaching, spends his day in his office surrounded by books and papers and a magnum opus that he may never finish.
As a first name, it isn't as nice as Rosamund or Rosalie on a girl. As a boy's first name, it sounds like a boy in a private school that gets picked on a lot and spends his school days with a constantly runny nose.

Now that I'm thinking about it, I really really love it! I think it's nice for both girls and boys, although for a boy IRL I'd probably only use it as a middle name.
I can only see it on an obsolete old British man. He has a posh accent.
