Loïc is very attractive and splendid as a mn; I weep to think what novices would achieve when trying to pronounce it for the first time. It is a really good fulcrum between Andrew and Sparrow!
Louis is fine in French. I don't like the sound of it in English (and my French isn't good enough for me to pronounce it properly). I do like Lewis, as in Carroll and Hamilton, and I would consider it. But I think Loïc is more 'you'.

I prefer Louis - just because I'd expect about 99% of the people that I meet would pronounce the other name Low-ick (that might be different for you, of course). And all my attempts to say LAW-EEK come out sounding like a doofy affected prn of "like" (French sounds lovely but I have none, and no ability to do the accent).
I'm not thrilled by the flow of the combo with Louis though, with the -drew Lou- and all three names ending in vowel sounds, and Louis has a slight W sound in it too (in my accent anyway).
I think Zadkiel is better than either, for whatever that's worth to you.

For general, FN usage, I'd prefer Louis (either pronunciation).
Just looking at Loïc, I wouldn't know how to pronounce it. However, after clicking on it and seeing the pronunciation, I do like how it sounds with Andrew Sparrow. Since it's just a middle name, and not something people use on a day-to-day basis, you should go for it if you really like it.
