This is a name for a character rather than a real person.

It's lovely, but...I hate that it derives from the Latin word for "yokel." :(

It is often used by Afrikaans-speaking South Africans, who choose it - sometimes, anyway! - to honour a Peter, Pieter, Petrus etc in the family. An alternative form is Pieternell, and a frequent nn is Nellsie.

At least it's only "possibly" means yokel, and since yokel is quite a recent word, I have a feeling it might have slightly different origins.
