I think it's alright although it's definitely an unusual name. Besides bring to mind actress Judy Garland and of Garland wreaths, it also reminds me the name a character from one of my favorite television series and a student I went to school with-likely the only one I will ever meet in person.
I don't like it on a girl at all. I think it's awful.

I prefer it on a boy, but it's definitely cool! Really cool! It makes me think of Cap Garland from Little House On the Prairie. I really do like it!

I've only ever met really old men named Garland. Can't fathom it on a sweet little girl.
