I definitely don't think it's too outdated to use today, at least in the US. Nora(h) is quite popular, and the sound of Norina fits in fairly well with general name trends. For me, the trendy sound would be its downfall, though - it sounds like a variation on a very common theme rather than a distinctive name.

I think that Norina is...ok, but nothing special. It is not too outdated in my opinion but I would not choose it.
