I like it. The pronunciation is very familiar, even though it starts with a U. And even though it starts with a vowel, the Y sounds gives it substance - though the OO pronunciation is nice, too.

I prefer Ulyana but Uliana is nice enough. I can see it as an alternative to the older Julia/Julie even though it itself is a variant.
It would be great on a sci-fi or fantasy character or in an historical piece.
Hbo recently used the name Ulana for Chernobyl on their composite scientist character to represent the many that were involved . (I had to look this up to be sure because I wasn't quite sure.)It's not quite my style but potential combos:Uliana Elisaveta

I don't like the "oo" beginning. Juliana ("yoo-") is much nicer in my opinion.
