I think that Electa is too pretentious to give someone, especially a baby. On a character or per would be great though.
There are a lot of names such Aristide or Cassandra that bring a similar meaning.
With a similar sound I prefer Diletta 'dear, beloved, desired'.

It sounds gimmicky: "Elect a [insert last name]".
I wouldn't want to be called Electa. It's too similar to the word 'elect', doesn't really sound like a name, and I imagine here in the UK she'd just end up as another Ellie...
Not very practical. Not very pretty either.
