Oke used to be a way of referring to a male, like bloke with a bl- job. And Oakley sounds more like an address than a personal name. Why not use Annie, or Ann(e), for crying out loud?

Probably because Annie wouldn't make people automatically think of Annie Oakley.

Well, okay, but it wouldn't be a good idea to someone who wants to honor her. IDK, that's the best explanation I can think of.
