If I heard parents calling a kid “Grover” on the playground, I would assume it was a nickname because he liked the character.
Literally the only other time I’ve heard it is on the president. I have no other frame of reference. No people IRL, no characters in books or movies, not even any pets. Part of that is good, because it makes it a blank slate name that a little cutie could really make his own. But the other part of that is that it shows just how unappealing it must be for the general population. But we all know how silly the general population can be about names.
