It's popular and a perfect normal name where I live. It also happens to be a name that I really like and will consider for my child if it's a girl.

I really like it. Elvira has a strong sound but is also feminine with a touch of fantasy.The only draw back is that it might be too strongly associated with the comically campy Elvira, Mistress of the Dark. As RoxStar mentioned, she is still a cult-classic in some areas of the USA. However, she isn't really a negative character association just a bit over the top.Elvira Gabrielle

In the US, this is not going to work. It's the name of a cult-figure on old-time late-night TV, a busty witch-type character who introduced late-night horror/vampire movies. I have seen people dress as her for Halloween, so even fifty years later she's still well-known.
And there is an annoying old song performed by the Oak Ridge Boys called "Elvira" that is well-known, and contains the refrain "Oompapa-mow-mow." )rhymes with wow and not joe.)

I really like it, as long as it’s pronounced “el-veer-a.” I usually have to think long and hard for pairs, but Elvira Mae is the first thing that comes to mind. Not a huge fan of Mae, but oh well.
