All I can think of is Mickey Rooney. I think it sounds too weird as a first name for either gender.

MickeyReminds me of Mickey Rooney. Not one of my favorite actors, but he did have some good movies.

This name sort of reminds me of names I like, Rene and Renee. Idon't like Rooney though, Rodney is better. I think its the ooney I dislike. I prefer Rena or Renee for a girl.

It's referring to Andy Rooney:He did a segment on the TV show "60 Minutes" called "A Few Minutes With Andy Rooney". A phrase he would often end up saying during the segment was "Have you ever noticed...." to the point that him saying it was satirized on "Saturday Night Life" and the phrase became tied to him.

I didn't get it either, though I did watch his end-bit from "60 Minutes". I didn't like him, toward the end(of his segment, and him too, in fact). He was just poking around for things to grouse about. In my opinion.
