Riley is very masculine and Chloe is very frilly-feminine, so I can't even imagine being torn between those two names in particular. I don't like the associations I have for either name. Chloe = blond, girly, prissy, popular. Riley = brunette, sporty, and... boy? (so I guess tomboy), also somewhat popular. I suppose I'd have to pick Riley even though I don't like either.
I think Kylie is right in between though, so it might be a good compromise for your friend's friend. It sounds like a cross between Chloe and Riley and the associations are also right in the middle. Definitely trendy which both Chloe and Riley are, and it could be girly or tomboyish or sporty or prissy or anything in between. Chloe and Riley would both sound awkward on the wrong kind of person. Kylie is a much safer option since you don't know anything about your newborn's personality.
