I've only ever heard it pronounced to rhyme with 'showy'.
Probably I'd like it better if it hadn't belonged to my junior-school headmistress, who was also a good friend of my mother's. She was extremely soft-spoken and very alarming, but every now and then she and my mother would have a long, giggly telephone conversation which amazed my young self every time.
As it is, I think I prefer Chloe.
The headmistress's mn was Mabel. Zoe Mabel is a good combo, I think. Or, what about
