Council Flats are low-income housing in Britain. That's how my English friends explained it to me when I asked after watching an episode of Little Britain with Vicky Pollard ("white trash").
I take the meaning of "it's a bit council estate" to me uneducated. It's what we think of as hillbilly names here - you know, Bobby-Sue, Jo-Lou, Susie-Jo, Elmer, Billy Ray, etc...
Ps: Yes, I know of Billy Ray Cyrus, I was in love with him for years but the name still has the "uneducated, poor, and southern" connotation.
