In the US it rhymes with swerving.
It seems like an old man name, kind of stuffy or nerdy like Mortimer or Seymour. But could be usable as a hipster-style name, along with names like Walter, Felix, Wallace, Truman, Oscar, and Desmond.
I personally don't like it. I prefer Irwin or Irvin, or Sterling, or even Mervin is better than Irving.
