William Garrison nick named Will is my favorite from the list. William is a good strong name that will wear well over time.
Eliminate Todd. It sounds cute on a baby, but it sounds out of place on grown man.

I'd drop Todd without a backward glance. I'd use Thomas, nn Tom, William, nn Will and Stephen, nn Steve, myself; the first two for family reasons and Stephen just because!
But, only you know what genre you're working in and more or less what time period - I'm guessing contemporary USA but could be any genre. So I'm not sure we can be of much help.
