I prefer Clara in an English environment. In German, Klara is fine. But I always expect it to sound like the German and UK English versions, and not like Clare-a.
I prefer Clare and like it enough to use, except that where I live, it sounds bad in many people's accent. I don't see the point of a French spelling when there's a perfectly good English one available. So my choices would be, first Clare and then Clara.
