Sylvia sounds like the name of an old grumpy german lady however the nickname Silvy sounds more like a happy smiley blonde haired little girl. Still I would never use Sylvia because it just sounds so old, good for grandparents.
Anne is a very nice also old but timeless name and Annie is an always great nickname, love it :)
I would say chose Anne but it is ultimately up to you!
