1) I like Wilhelmina. My impression of it: elegant, strong, old-fashioned.
2) I dislike it with Hilda, both because Wil/Hil rhymes and because the hel/hil parts, while slightly different, seem redundant.
For a 2nd MN, I would pick something short, not German, that doesn't end in A:
Wilhelmina Maeve Hilda
Wilhelmina Irene Hilda
3) I would use it before the other two, personally, but for other people I like it about the same as Daphne (and more than Winifred).
4) Willa would seem like the most natural NN to me.

Ludovic, Frederick, Ferdinand, Oskar, August, Theodore, Peregrine, Ernst, Ignacio, Edwin, Amadeo, Sigmund, Philip, Alexander, Waldo, Walter, Franz, Joachim, Isidore, Alaric, Athanaric, Theodoric, Anselm, Damien, Daniel, Emmanuel, Emeric, Octavian, Albert, Albus, Cassander, Leander, Caius, Gaius, Miles
